突发道德调查：魁省住房部长“见了不该见的人，赚了不该赚的钱”！

 

魁省住房部长France-Élaine Duranceau正在接受国民议会道德专员Ariane Mignolet的调查。向道德专员提出调查请求的，是魁省自由党议员MNA Monsef Derraji。
根据一份声明，申请人有合理的理由相信部长在利益冲突方面违反了《利益冲突法》第15和第16条。
本次申请调查的事情共有两件。

2022年12月5日，Duranceau与她的朋友及商业伙伴Annie Lemieux女士会面，并参加一场专业会议。Annie Lemieux女士是一名专业的游说者，主要负责“魁省住房部”和“魁省老年人事务部”。
媒体Pivot上周报道说，两人会面时，Lemieux身负一项游说住房部长的任务。
Pivot还透露，2019年，Duranceau部长在蒙特利尔购买了一套价值超过$50 万加元的复式建筑（plex），并将其改造成5套公寓（condo），每套售价$40万到$80万加元不等。
据悉，“房地产翻转”（flip）是一种合法但却受到广泛批评的做法。该做法不是或不仅仅是房屋装修、翻新，甚至推倒重建，而是转变了房屋的“所有权性质”。比如同一地块上，一个户主变成数个户主，一个地址门牌变成数个门牌，相应的，一份地税/校税也会变成多份。
魁省住房部部长办公室拒绝就道德专员的调查发表评论。
周一，魁省省长François Legault试图为他的部长进行辩护。
“在与她的商业伙伴会面之前，Duranceau去见了道德专员，专员告诉她没关系（可以见面）。所以，Duranceau已经采取了必要措施。”
在被问及Duranceau是否仍是解决住房危机的合适人选时，省长说，“Duranceau有房地产背景，我认为，‘她了解房地产’是她成为合适人选的一个加分项。”
然而，两名熟悉此事的消息人士却表示，道德专员根本不知道Duranceau部长和Lemieux之间的那次会面……
对于“房地产翻转”（flip），蒙特利尔市长Valérie Plante说：这是“非常有问题的”，因为它导致了房屋价格的上涨。
市长的话……似乎有些“口不对心”——早有人说，市政府其实最喜欢这种“房产翻转”，一个地址的一份欢迎税变成好几份，市政府数钱时不开心才怪……
